The rule's just an arbitrary justification for dating someone you know is too young for you.4 years isn't necessarily a large age difference. 30 and 26 would be fine, but the 4 years between 17 and 21 are a big 4 years.

Hi my sister turned 17 in December, and she is currently seeing a guy who turned 21 a few weeks ago.
On the other hand, my dh is 6.5 years younger than me, so when I was 21, he would have been just turning 15. But anyway, in your sister's situation, no don't think it's strange, but is a bit odd that his mum is so freaked out.
